Chemical Metrology Division
The Chemical Metrology Division (CMD) was established in August 2008, following the designation of HSA by the National Metrology Centre (NMC), Agency for Science, Technology and Research (A*STAR) as a Designated Institute for Chemical Metrology in the areas of food, healthcare, medical science, pharmaceuticals & health products, and forensics.
All international activities on chemical metrology are organised and coordinated by the Consultative Committee for Amount of Substance – Metrology in Chemistry and Biology (CCQM). Since 2008, CMD has attended the plenary meeting of the CCQM and is actively involved in three of its working groups. In November 2014, HSA was officially granted the membership to the CCQM by the International Committee for Weights and Measures (CIPM). HSA is also a member of the Joint Committee for Traceability in Laboratory Medicine (JCTLM).
At the regional level, HSA is a member of the Asia Pacific Metrology Programme (APMP). Since 2008, CMD has attended the APMP General Assembly and is involved in two of its technical committees.
Chemical Metrology Laboratory
The Chemical Metrology Laboratory (CML) was established within CMD to develop the technical capabilities in the designated areas and to spearhead the chemical metrology programme in HSA. Since 2008, CML has participated actively in relevant regional and international comparisons to benchmark its capabilities and to establish the degree of equivalence of its measurement standards against those of established national metrology institutes. The comparisons participated covered a wide area of work, which included contaminants, additives and toxic elements in food and beverages, health status markers and elements in human serum, and purity assessments of organic compounds.
CML offers an External Quality Assessment (EQA) Programme for local clinical laboratories and a Proficiency Testing (PT) Programme for local food/water testing laboratories since 2011. CML has developed and produced a list of certified reference materials (CRMs) for use as calibrants and quality controls. CML also conducts courses on measurement uncertainty.
The quality system of CML is based on three ISO standards (ISO/IEC 17025, ISO/IEC 17043 and ISO Guide 34) to fulfil HSA’s role as a Designated Institute, a PT/EQA provider and a CRM producer. CML is peer reviewed by experts from the international chemical metrology community and accredited by the Singapore Accreditation Council (SAC) as a PT/EQA provider.
