About Health Sciences Authority (HSA)

The Health Sciences Authority (HSA) is a multidisciplinary agency in health sciences expertise. Our core capabilities encompass administering the national regulatory frameworks for pharmaceuticals, complementary medicines, medical devices and other health products; the running of the national blood bank and provision of transfusion medicine services; and the provision of forensic medicine expertise, investigative forensic and analytical science services.
 
The formation of HSA, as a statutory board of the Ministry of Health, on 1 April 2001 integrated five highly specialised agencies, namely the Centre for Drug Evaluation, Institute of Science and Forensic Medicine, National Pharmaceutical Administration, Product Regulation Department and Singapore Blood Transfusion Service.
 
Our five predecessors all shared one hallmark: a reputation for excellence in knowledge, skill and professional integrity. With the high demands placed upon them, these five agencies had, through the decades, evolved into the region's leading centres in their fields. For example, the blood banking service of the former Singapore Blood Transfusion Service, now known as the Centre for Transfusion Medicine, ranks amongst the safest in the world.
 
Today, as a single authority, HSA builds on the existing strengths and achievements by enhancing the management autonomy and scientific synergy of these five agencies.
 
This proud heritage of regulatory and scientific excellence continued as seven professional centres that serve the nation in Drug Administration, Medical Device Regulation, Radiation Protection, Transfusion Medicine, Analytical Science, Forensic Science and Forensic Medicine.
 
A major strategic review and revisioning exercise launched at the end of 2005 redefined our Vision and Mission and revised our organisational structure to define three key groupings – Health Products Regulation, Health Services and Applied Sciences.
 
These three professional groupings provide us with the flexibility to develop the unique strengths of the professional centres within each group, and to synergise the strengths of the groups at the overall corporate level to meet future challenges.
 
As we aim to remain at the forefront of health sciences developments, we embrace innovation and manage risk to achieve excellence and efficiency in our role as a protector of national public health and safety.
 
We adopt cutting-edge scientific technology, apply dynamic and responsive regulation, and engage in a wide range of international collaborations to support the growth of the biomedical and forensic sciences in Singapore.
 

Building on a foundation of sound corporate governance advocated by the HSA Board, guided by the strategic direction of HSA's leadership, and supported by a dedicated corporate team, HSA continues to advance as a statutory board of the Ministry of Health that embodies the values of the Singapore Public Service in achieving its vision to be the leading innovative authority, protecting and advancing national health and safety.
