HSA Charges Woman for Alleged Possession of E-vaporisers and Pods, and Alleged Supply of E-vaporisers and Etomidate Pods

The Health Sciences Authority (HSA) has charged a 30-year-old woman, Eng Xiao Bei, in court on 25 September 2025 for the alleged possession of e-vaporisers and pods, as well as the alleged supply of e-vaporisers and etomidate pods following an enforcement operation.

2          Following HSA’s investigation into a case of suspected peddling of e-vaporisers, HSA officers conducted an enforcement operation at Eng's residence at Punggol Field on 23 September 2025.

3          During the search of Eng's unit, HSA officers uncovered and seized 58 e-vaporisers and related components, and 8 e-vaporisers pods suspected to contain etomidate. Eng was arrested the same day, to assist with investigations into the alleged possession of e-vaporisers and pods, and alleged supply of e-vaporisers and etomidate pods between June and August 2025.  The seized pods are being tested for etomidate.

4          The case was adjourned to 23 October 2025.

5          HSA takes a serious view of such offences. Importers, sellers and distributors of etomidate e-vaporisers will also face much stiffer penalties. This includes 3 to 20 years’ imprisonment and 5 to 15 strokes of the cane for importers, and 2 to 10 years’ imprisonment and 2 to 5 strokes of the cane for sellers and distributors.
