HSA Charges 33-year-old and 18-year-old Male for Alleged Importation and Possession for Purpose of Supply of Etomidate Vaporiser Pods

The Health Sciences Authority (HSA) has charged two men in court in separate cases for etomidate offences. Muhammad Adel Dilly Del Mohamed Hanif, 33, was charged on 22 September 2026 for the alleged importation of etomidate vaporiser pods, and Corey Ng Teng Yi, 18, was charged on 24 September 2026 for the alleged possession of etomidate vaporiser pods for purpose of supply, under the Tobacco and Vaporisers Control Act 1993 (TVCA).
Alleged importation of etomidate vaporiser pods
2 On 20 September 2026, Muhammad Adel Dilly Del Mohamed Hanif was driving into Singapore through Woodlands Checkpoint and was directed for enhanced checks by officers from the Immigration & Checkpoints Authority (ICA). In the course of the checks, the ICA officers detected vaporiser pods wrapped in black plastic packaging that were concealed within the frame of the car’s centre console. HSA officers were subsequently alerted, took over investigations at the scene, and seized a total of 600 vaporiser pods. Laboratory tests have confirmed that the seized pods contained etomidate. 3 The suspect was charged on 22 September 2026 and remanded for a week to assist with further investigations. The case was mentioned again in court on 29 September 2026 and has been adjourned to 11 November 2026.
Alleged possession for purpose of supply of etomidate vaporiser pods
4 On 22 September 2026, HSA officers were alerted by Traffic Police to a case where 12 vaporisers pods were found in a deregistered car at Punggol Field. The driver of the car - Corey Ng Teng Yi - was detained at the same location.
5 Laboratory testing confirmed that the seized pods contained etomidate. The pods were allegedly intended for supply. Please refer to the Annex for the photographs of the seized pods.
6 The suspect was charged on 24 September 2026 and remanded for a week to assist with further investigations. The case was mentioned again in court on 29 September 2026 and has been adjourned to 27 October 2026. The Singapore Police Force is investigating the suspect for driving a deregistered car without a licence.
7 HSA takes a serious view of vaporiser and etomidate import and supply offences. Under TVCA, etomidate and its analogues are listed as Specified Psychoactive Substances in the Schedule. Upon conviction, importers face a sentence of 3 to 20 years’ imprisonment and 5 to 15 strokes of the cane while suppliers face a sentence of 2 to 10 years’ imprisonment and 2 to 5 strokes of the cane.
