HSA Charges Man for Alleged Importation of More Than 2,800 E-vaporisers and Related Components

The Health Sciences Authority (HSA) has charged a 55-year-old man, Lai Mun Leong in court on 19 November 2025 for allegedly importing e-vaporisers and related components into Singapore.
2 On 17 November 2025, officers from the Immigration & Checkpoints Authority (ICA) at Tuas Checkpoint found 2,830 e-vaporisers and related components in a Singapore-registered car that Lai was driving. HSA was alerted and investigations are ongoing.
3 The case has been adjourned to 17 December 2025.
4 Under the Tobacco (Control of Advertisements and Sale) Act, it is an offence to import, distribute, sell or offer for sale e-vaporisers and their components. Any person convicted of an offence is liable to a fine of up to $10,000, or imprisonment of up to six months or both for the first offence, and a fine of up to $20,000, or imprisonment of up to 12 months or both for the second or subsequent offence.
