HSA Signs Memorandum of Understanding with National Forensic Service of The Republic of Korea to Advance Forensic Science Collaboration

Singapore’s Health Sciences Authority (HSA) and the National Forensic Service (NFS) of the Republic of Korea signed a Memorandum of Understanding (MOU) on 15 September 2025, held in Incheon, the Republic of Korea, to enhance bilateral cooperation in forensic science. This MOU marks a significant milestone in strengthening ties between the two national agencies and reinforcing the shared commitment to advancing forensic capabilities through international collaboration.

2       The MOU, signed by the Chief Executive Officer of HSA, Adjunct Professor (Dr) Raymond Chua, and the Director-General of the NFS, Dr Lee Bong-woo, seeks to foster closer working relations and promote cooperation in key areas of mutual interest, including the exchange of forensic science information, staff training and attachments, collaborative research, and the co-hosting of joint seminars and study visits. The agreement also facilitates the sharing of scientific publications, research findings, and best practices to cultivate a stronger and more productive working relationship.

3      This partnership is underpinned by a common vision to enhance the accuracy, timeliness, and reliability of forensic services that support justice and public safety in both countries. It also reflects HSA’s commitment to cultivating strong international relationships that contribute to building a more resilient and globally connected forensic ecosystem.

4     “Our strong ties are built on mutual respect, shared values, and a common vision — to advance forensic science through collaboration, innovation, and knowledge exchange,” said HSA Chief Executive Officer, Adjunct Professor (Dr) Raymond Chua. “By joining forces, HSA and NFS are committing to a future where we learn from each other, grow together, and push the boundaries of what forensic science can achieve.”

5      “Collaboration between forensic science institutions is a crucial foundation for strengthening technical capabilities, ensuring global citizen safety, and building a just society. This MOU is our firm commitment to these shared goals by sharing experiences and knowledge through practical training and joint seminars, strengthening human exchange and training programs, and collaborating on research projects. I am confident that this agreement will be an important catalyst for the accelerated development of both institutions and a significant contribution to the advancement of forensic science worldwide,” said NFS Dir-Gen Dr Lee Bong-woo.
