Overview of Regulatory Sandboxes
Enabling healthcare innovation safely
Launched by the Ministry of Health (MOH) in 2018, the Licensing Experimentation and Adaptation Programme (LEAP) is a regulatory sandbox initiative developed to better understand innovative healthcare services through early engagement with industry partners. This enables the regulator to develop effective, efficient and appropriate regulatory approaches that support innovation while safeguarding patient safety and welfare.
As part of the transfer of healthcare regulatory functions from MOH to the Health Sciences Authority (HSA), HSA will continue to explore opportunities to collaborate with industry partners to establish regulatory sandboxes for new and innovative healthcare services.

Community Pharmacist Influenza Vaccination Sandbox
Background
Vaccinations are a cornerstone of public health, significantly reducing illness and death from preventable diseases. By enabling community pharmacists to administer vaccines, influenza vaccination can be made more accessible, supporting proactive efforts towards a healthier Singapore.
The Community Pharmacist Influenza Vaccination Sandbox was established by the Ministry of Health (MOH) in October 2024 to provide a safe and regulated environment for community pharmacists to administer influenza vaccinations at participating retail pharmacies. As part of the transfer of healthcare regulatory functions from MOH to the Health Sciences Authority (HSA), HSA will oversee the sandbox moving forward.
Under the sandbox, participating community pharmacists, also known as Pharmacist Vaccinators, have undergone additional training and competency assessments to ensure that they are competent in administering influenza vaccinations. The participating retail pharmacies, also known as Sandbox Pharmacies, have also been inspected to ensure that the required patient safety measures and standards are in place.
From 2027, the licensing of retail pharmacies will transition from the Health Products Act (HPA) to the Healthcare Services Act (HCSA). Following the conclusion of the Community Pharmacist Influenza Vaccination sandbox, pharmacist-administered vaccination will be regulated under the HCSA.
Influenza vaccination services provided under the sandbox is subject to a set of exclusion criteria. For more information, please consult the participating pharmacies listed below.
Subsidies
Subsidies will be available for eligible individuals who are recommended to receive the influenza vaccination under the National Adult Immunisation Schedule (NAIS). Eligible Singapore Citizens receiving influenza vaccination at a sandbox pharmacy will receive the same government subsidies as they would when they visit a Community Health Assist Scheme (CHAS) GP clinic. The co-payment would be capped at between $9 and $35, similar to CHAS clinics. The actual charges of vaccination at each sandbox pharmacy may vary. Please approach the participating pharmacies to confirm the subsidies you are eligible for.
