Good Manufacturing Practice certification
Cosmetic product manufacturers in Singapore do not require a manufacturer’s licence. However, the manufacturer may apply for a voluntary Good Manufacturing Practice (GMP) certificate to facilitate the export of the cosmetic products.
After receiving your application, we will arrange to conduct a GMP certification audit in accordance with the GMP Guidelines for Manufacturers of Cosmetic Products [PDF, 224 KB], which encompasses all the recommendations of the ASEAN Cosmetic Directive in relation to GMP. A site master file should be prepared in accordance with the Guide for Preparation of a Site Master File for a Manufacturer of Cosmetic Products [PDF, 163 KB] and submitted before the GMP certification audit.
The GMP certificate will be granted when you are deemed to have complied with the above mentioned GMP standard.
Electronic Certificates
With effect from 30 June 2026, HSA will be issuing Good Manufacturing Practice Certificates and Good Distribution Practice Certificates as verifiable electronic documents using GovTech’s FileSG digital platform. There will not be any changes to the application process, regulatory requirements and application fees for these certificates.
