Joint Enforcement Operation against Errant Cyclists and PMD Users in the Central Business District
Officers from the Singapore Police Force (SPF), Land Transport Authority (LTA) and Health Sciences Authority (HSA) conducted a joint enforcement operation in the Central Business District to clamp down on errant cyclists and personal mobility device (PMD) users on 6 June 2025.
2 The joint operation is part of a multi-agency effort to clamp down on errant cyclists and PMD users, and better safeguard public safety. The enforcement operation targeted several offences, including the use of non-compliant PMDs, speeding on public paths, illegal use of PMDs on roads, dangerous and reckless riding on both public paths and roads, and the possession of illegal e-vaporisers.
3 During the operation, a total of 16 offences were detected. The breakdown of offences and actions taken are reflected below:
Offence(s) | Actions Taken |
---|
Riding a non-compliant Personal Mobility Device on a public road under Section 5A(3) Road Traffic Act 1961 | 1 personal mobility device seized |
Using an unregistered vehicle under Section 10(3) Road Traffic Act 1961 | 1 unregistered vehicle seized |
Riding a bicycle without a working handbrake under Section 21(1) read with Regulation 26(a) of the Active Mobility Regulations 2018 | 5 bicycles seized |

Illegal possession of e-vaporisers under Section 16(3) Tobacco (Control of Advertisements and Sale) Act 1993 | 8 devices seized |
4 The authorities take a serious view of such offences that endanger public safety and contravene the law. SPF, LTA and HSA will continue to conduct regular and ad-hoc enforcement operations to ensure greater compliance. Cyclists and PMD users are strongly advised to comply with all regulations and practise safe riding habits. Members of the public are also reminded that it is an offence to possess, use or purchase e-vaporisers.
