Certificate of Pharmaceutical Product (CPP) for Class 2 CTGTP

A CPP is a certificate issued in the format as recommended by the World Health Organisation (WHO). It is a document that is internationally recognized by national drug regulatory authorities for establishing the status of a pharmaceutical product under a national product licensing system.

A CPP for Class 2 CTGTP may be issued for a registered CTGTP, or unregistered CTGTP made for export only or undergoing product registration. The CTGTP must be produced under the relevant Good Manufacturing Practice (GMP) standards.

The CPP is specific for one product as well as one country of import. Among other information, the certificate includes:

  • Information on whether or not a product is sold in Singapore.
  • Details of the manufacturing site.
  • Product details, such as the formulation.

You will need to submit the following documents:

Free Sale Certificate (FSC) for Class 1 CTGTP

The FSC is intended to facilitate the export of the product to the importing countries. The FSC for a Class 1 CTGTP is issued to dealers of Class 1 CTGTP to show that the product is accepted by HSA for supply in Singapore.

Each certificate is specific to one product and allow the inclusion of up to five importing countries.

Amendment to the CPP or FSC after issuance

Once the certificate is issued to the company, no amendments can be made, and a new application must be made.

Electronic Certificates
With effect from 1 June 2025, HSA will no longer issue hard copy certificates for CPP and FSC. Instead, verifiable electronic certificates will be issued via
